LR CC Classic - now does not apply tracking or allow multiple deletions

This is correct. You can delete one from the Develop module, but not multiple. Use the letter G on your keyboard to go to Library Grid view and select all you want and delete. Or mark those you want deleted with the letter X key and then Ctrl/Backspace key to delete all those you've marked as rejects (X)

Ahem. If you were to read what I wrote you would see that this is not at all in any way the issue.

To re-re-reiterate: in the library module (not the develop or map or any other module) I can no longer select multiple images, either from the grid view or from the ribbon at the bottom. Crtl-clicking to select, shift clicking to select and just command-A all fail.

And again, this is new behavior- I’m kind of familiar with Lightroom.

Join lightroomforums.com and there's a section for help with this issue. If they can't figure it out, don't know who can.

I see!!!! Said the blind man!!!

It is very strange behavior indeed. I'd see if you have any updates available first. If not, deactivate LR, uninstall and then reinstall LR. That does seem to take care of a lot of issues. The only other thing I can think of is if you are the kind of guy then never turns off your computer but instead relies on just letting it sleep, try doing a restart of the computer. I kind of think you are smarter than that so please accept my apologies if you've already thought of this.

Appreciate the sentiment ... the only thing you mention that I haven’t done is uninstall and reinstall - I even pulled the power plug for a few minutes (after shutting down of course) since that once fixed odd behavior

So the installation dance may be next
