I've been using Capture One Pro for several years, and it's great PP software. The initial learning curve is a little steep if you are new to PP, but probably no worse than any other comprehensive program. There are lots of free webinars and YouTube videos that make learning easy.

If you shoot with Sony, the express version and periodic updates are free, and the Pro version and its annual upgrades are eminently affordable.

I gave up trying to use Gimp and deleted it. I want an easy to use editing program that does not require a degree and learning "curve" to perform simple adjustments and deletion of extraneous objects (like wires) in a shot.

Want simple? buy a copy of MS Digital Image Pro version 7.0 off ebay.. I have over 70,000 edited and named photo's.. Using High end PhotoShop, and now my production is based on Elements 15 and MS Picture It 7.0. All my printing is via 7.0 because it is very simple and does not force you to move to another annex of 15. Due to my heavy use of Adobe products I get all kinds of surveys, but they don't seem interested in issues that would speed production. I suspect because their SW Dev. folks are not real photo production people and they want you to get your Phd in PhotoShop vs producing quality pictures quickly. Granted, 15 does have many tools that are helpful/enable special needs uses, but the capability needs you indicated can be accomplished with a now 11 year old piece of photo editing SW. (Windows Only).

Another vote for Fastone, simple, free and adding text is easy. Hint: save your text as a .PNG file before adding.

You may want to check out Adobe's Photoshop Elements 2018. It is less than $80. It is built on the same engine as Photoshop CC, but is more use friendly. You can download a thirty day free trial. Here is the Adobe link.

While it's true that Gimp's menu system is less clean than PS, mostly it's just different. I use both, and find switching between them to be a major challenge. There are things I can do blindfolded in Gimp that I have the devil of a time figuring out in PS, and vice-versa.

Even though I use Lightroom to get highest quality final prints, I still often only use FASTstone (http://www.faststone.org/) to get great images that are nearly the same quality for posting online or sending to friends.

ACDSee has several different programs at a reasonable price that does everything you want to do, both as desktop or subscription.

I know they've been mentioned, but Gimp and PaintNet are both very versatile programs, and both are free. If you can invest <$100.00 then Paint Shop Pro works very nicely, and will handle most RAW files. Best wishes to you - I have Windows 7 and hate the thought of going to Windows 10. Good luck

The programs for Canon camera owners like DPP are not available for others. While one can download them from Canon's website, you can only do so if you can provide a camera body serial number.

I had to plug my Canon in to the laptop when I used the CD to download the program I used. I guess if you knew someone who owned a Canon camera they could you borrow it long enough ...

I think my two Canon cameras were accompanied by the DPP CD when purchased.

I use Jasc Paint Shop Pro 9. Ancient, and text doesn't work as easily as I'd like, but otherwise does what you asked for. Available on ebay (Jan 23, 2018) for $17.
