Yes I brightened it a bit. That was shot about 15 - 20 minutes before th sun rose
I think if you increase the brightness, the image will stay gray, just brighter. Maybe try converting to gray scale or black & white. I don't know what software you are using, but it should permit you to adjust brightness without adding a tint of some sort. I'd be happy to give it a try, if you will post the original.
OK, Probably in HDR worked on in LR and ON1Raw...What I would like to know is which setting to use at thistime of the day. I was shooting Cloud but the blue is dominant. Thanks for your attention....Jim

Tricky scene, since it is so early in the day. I would think 'cloud' setting would get you close. Then, you can adjust color temperature, brightness, balance, etc. in LR.
