It looks like a device for putting in your flash shoe to tilt the flash. However, if that is the case, you would need a separate cord to trigger the flash
Yes, the first picture shows an end that looks like it might slide into a hot shoe, but maybe not. There are no contacts on it, though.
Some of my light stand mounts are fixed with a stud mount to the stand and a mechanical shoe mount for the flash. For my Canon EZ Speedlite, I have a long TTL cable that would slide into a shoe mount and then relay to Old Film era TTL signals to the flash. I also have a shoe mount optical trigger that fits such a device. I especially like the tilt for "hair" and background lights. I have a few that perform this function from $1 to $20 for my Norman Umbrella holder which is adjustable.
