It does a lot, but has quite a learning curve. I can't say I use it, but I own it and dabble with it.
As for price, go to their website. They have different sales, it seems, from week to week.
They do have good intro videos which should give you an idea if it is for you.

I use "ON1 Photo RAW 2018" on a fairly regular basis and I like it a lot. The price if you are upgrading from a previous version is $99.99 and if you are not doing an upgrade the regular full price is $119.99.

I import into Lightroom, make some adjustments, and usually finish in ON1 RAW,

I have a coworker who is knowledgable about photography, he recommended it. I think he said it was $100 and and that was for an infinite license. Personally I use the Adobe CC Photographers plan. I am very happy with it and I have no plans to change.

I use it frequently. But I use Lightroom and Photoshop more. There are some contrast and color tweaks that are faster and more effective when done in On1, and nothing beats it when it comes to creating a really good mask for sky/background replacement or for simply isolating parts of the image for more accurate local editing to specific parts of an image. $120 new, $90 for upgrade, but there are frequent specials that make that cheaper. Development cycle produces a new upgrade every 12 months, so for all intents and purposes, if you keep your software current, after the initial purpose it costs $90/yr, or $7.50/mo. And its worth every penny.

Might I ask you, what is your evaluation of the cost vs value of On1 (7.50/m) vs the Adobe CC Photographers Plan (9.99/m)?
