What would be a good quality, low price camera?

I would suggest a Nikon D50 from KEH with a kit lens. It would not be much more than a hundred dollars and I still shoot with my D50. The body has a built in focus motor and a top LCD read out. I still shoot with mine and love the camera.

You could probably get older versions of Olympus micro 4/3 cameras (e.g., Pen E-PL 5 or older) for not much more than your limit. Alternatively, not quite two years ago, I bought a Nikon Coolpix S7000 for less than $200 new. It is not in the same league as the Olympus or Nikon DSLRs but it takes decent photos for a point and shoot. This camera was recently discontinued and it is likely you could track down a used one for around $100. These are the two digital cameras I own and could recommend from my own personal experience.

There is many out there , used , refurbished , you can get a D90 for $200 or less , they were $1200 when new with a kit lens a
Short zoom , I have two ,

I’ve been observing the comments and suggestions, and all good. However, you say she’s an adult (32). Giving the assumption she already has a updated quality cell phone along with knowing what I own,I would ask what is her opinion of “decent camera”, and will a P&S fill the answer. As for used equipment great for my sons, but for my daughter.. not great unless she’s involved with choosing. Sorry, just my two cents

I can see by your reaction that you know very little about reconditioned Camera , as there refurbished ones are as good as new
For all instance and purpose , in most cases there better than new , as they have been gone over , and any thing that has to be done to them has been by qualified person who knows that camera , most of the people here on the hog know this ,and would
Not think twice about buying a refurbished camera , from one of the big stores that sell them , even a new one doesent get the
Check up that refurbished ones do , only the ones that are pulled from the production line do , only one in every 500 or so get a going over , and any one on the hog who has one swears by them , and most can afford the new ones but still buy the refurbished
One , I would not buy new if I won the lotto , why throw good money away . I

I decided on the Nikon B320. It has the bells and whistles that she would need, and it's compact. Not as compact as a Canon Powershot, but it won't take up too much space wherever it sits. It's light, the mode control knob is within the reach of the thumb, and it has a large viewing screen. I've also read some great reviews on it. My daughter should enjoy this camera for quite a while.

I know, it cost substantially out of my price range, but she'll have it for quite a while. Besides, I was the beneficiary of a very "happy circumstance." :)

This was my question, as well. We often see strong opinions on these forums that "a cell-phone is all ya need", touting the superior image quality, lenses, etc. Where are the cell-phone's champions in this conversation.

So I apologize you misunderstood my comment
I don’t have an apprehension towards ‘refurbished cameras’, and I’m currently looking for an D800e. However, my comment was regarding how my daughter would regard a used or referbished item (aside from a car). So friend, I hope I’ve cleared up what I was saying, and wish for you and yours to enjoy the holidays, and take many memorable photos.

My wife carries a Nikon Cool-Pix. I takes perfectly good photos and there's never been a problem with it. Actually the cell phone camera are perfectly adequate for point and shoot.
