A fills to its drain level
B fills to is drain level
C's lower drain is blocked so it fills to its upper drain
J's lower drain empties to an outlet above is drain to L
L drains to both F and H
As H's upper edge is below F's, H fills.
Answer is H.

Opps, the drain to H is closed. So F can fill

Assuming the flow into C is not so great to reach the upper outlet, G will fill first.

I have two tanks, A and B, for house use. B, although larger than A, always fills first because the gutters have been plumbed to favor B.
