At first I thought it was some kind of Grosbeak maybe in the bunting group. My thoughts changed when I compared the length of the wing feathers with the pics in my bird book. Overall coloration is an unknown to me. I like to hear something more substantial from a birder. I'm wondering also.
It appears to be a Scaly-breasted Munia which is a native to Malasia and thereabouts. Most likely escaped from somebody's birdcage. They have been seen around California. Several have been seen in the Goleta Slough near Santa Barbara.
