The prohibition against tripods extends to everywhere on the National Mall, not just the Capitol grounds. You can get a permit to use one if you like. To do so, Google it. There is a lot of info on the topic. If you want to shoot from a tripod inside the Botanical Garden you can ask permission, and if it it not too crowded, they will often OK you have to shoot with one. The main reading room at the Library of Congress permits photography on The Columbus Day holiday. Call ahead for details.

Does tha National Mall include the Lincoln Memorial?

Also, if you are using a backpack or camera bag you will often be asked to wear it in front of you (not on your back) when you are inside buildings.

I think there a various policies in effect depending on where you are going. For instance the Smithsonian has a policy the is separate from the National Park Service. I would check with whichever organization controls the places you plan to go.

Yes - The Lincoln Memorial is part of the Mall.

The buildings and monuments are illuminated after dark and in my view are often better images.

...2AM and many people. 8 sec exposure...the world is your tripod (I think there's a book by that name, but I just took the title and went from there), used some keys to prop my D800 and held 'er down tight!

Something to keep in mind if you have any commercial thoughts for your pics. Most of the monuments and memorials in DC are copyrighted.

Who do you suppose owns these supposed copyrights, the taxpayers? I know plenty of people who make commercial use of photos of the monuments.

No, generally the artist or the charitable foundation that contributed the memorial.

...so, the Lincoln Memorial...the Washington Monument...the Capitol building...the Library of Congress...hmmmmm...I'll just make art out of them and take my chances...

WH just announced that tourists will have to check their cell phone at the door before being allowed on a tour.Paranoia in this case

Everyone has pretty much covered it and I haven't been there in 15 years, so my info would probably be in error, but the NO tripods/monopods was in effect even "back-in-the-day.We'll hoping to see the results! BTW keep safe and avoid the less savory areas of the District, I am sure they are no safer now.
