Towards the cab end of the engine there is a steam puff, so the cloud puff Swede saw must be a stack puff.

Like the image. Brings back memories. I grew up in a town where everyone worked for the railroad. All we had were locomotives. Diesel engines did not exist.

Yes, the engine was putting out some steam as it went.
