Delaware. Went to college on Eastern Shore of Maryland. Spent a lot of time in Delaware. It is flat.

California is the lowest, Florida is the southern most in continental USA, Hawaii is southern most state. Alaska is northern most, western most and geographically eastern most state in the USA.

Average elevation of Delaware 60 feet next closest is a group of states at 100 feet

Most Eastern spot in US including territories is the Eastern tip of St. Croix
