going to menacino ca in a beach house for a week using my nikon d-3200, my lenses are 11-16 tokina 55-300 nikon 35mm nikon prime 50 mm nikon prime tamron 18-200 tamron 70-300 will also be doing on the beach waves, also have variable cpl and variable cpl filters. best combo for these two subjects??? thanks for all your expertise

CPL's (circular polarizer) are not variable per se. Did you mean variable ND?
Taking pictures of just waves isn't going to be much of a picture by itself. You need something else in the foreground all be it people, lifeguard tower, etc. You can't do a 20-30 second exposure during the day with about 9-10 stop ND filter. It will make the water smooth as glass and kind of dreamy. You can put the CPL on there too if you want to bring out the sky but it won't work unless the sun is about 90 degrees from the direction you point the lens. Variable ND filters are kind of iffy. They can cause all kinds of funky things to your images. Try it and see.
Google "long exposure photography" and you'll find lots of "how to" articles . . . Read some of these and use that as a starting point. Then go out and experiment . . . You'll find out what works for the kind of image you want to create.
