Here's a fact: under Obama, actual budgets were few and far between. The country ran mostly on continuing spending bills. Were you even around while Obama was president?
As to who spends the money, Obama, like Bush, rarely saw a spending bill he didn't sign. Spending bills originate in the House, but must be approved by the Senate before they go the the president to sign. Basic civics.

You have no idea how I feel about Obama. My feelings demonstrate how I feel with regard to those who ramble on without recognizing the mitigating factors.
Take this little list and decipher it. See who was in charge of Congress. See what actually contributed to the spending. At the same time see how budgets are formulated and who ultimately influences it. Put your political bias aside and check things out. Things are not as cut and dried as you apparently believe.

Pay particular attention to the ranking of the presidents and who controlled Congress, coupled with some knowledge of so called abnormal influences. Certainly there are multiple sources to get the gist of things.

You missed the point.
Obama, like most presidents, spends a lot of money that never goes through congress,and is spent by agencies that report to the president, and no one else.. The money that does go through congress is approved by the president.
It doesn't matter who the president is, this is true.
Obama was president. Deal with it.

If the president signs a bill, he approves it. If he vetoes a bill, and it's overridden, then congress has that honor.
The money is spent by whoever the bill gives the money to. Whether it's the Pentagon, the VA, or whoever, those are the agencies who actually spend it.
Your employer doesn't spend the money you get as pay.
