So this is a dragonfly nymph that had crawled from the water to molt into an adult dragonfly. But the dragonfly could not completely emerge from the old nymph cuticle, and is now permanently stuck. It will die like this, if it has not done so already.
Failure to escape the old 'skin' is something that happens on occassion to arthropods.

Great shot. Mark is right. This is an exuviae and not fully emerged Prince Baskettail (Epitheca princeps). Fine job.
