Age is another factor, I may be wrong, but, I think a lot of DLSR users are older. As we retire our disposable income decreases. I also think Craig's list and e-bay have helped in the decline of new sales. If I can buy used gear in good shape, for a fraction of the price, I will . If I can buy 2 or 3 lenses for the price of a new one, I can live with the fact it is used.
It comes down to economitics 101, supply and demand.

A cell phone with decent camera isn't free. Many of these people use cell phone in the $700 range and upgrade about once every 2 year (the old phone is still in perfect condition). So it's not so much as money it's priority. But like I said declining sales of cameras is a good thing.
