Is there any software out there, that you can use to check the number of times that a cameras shutter has been actuated?

There are some different ones, although I've never had them work for me. I'm sorry I don't have the names of them right now but a Google search should bring up several different programs.

What kind of camera do you have? I know if you have a Nikon DSLR, it comes up on the screen with all your data.

I have a Canon 60D, but i want to use the program if I buy a used camera, by having the person send me a picture with all the data in tact so i can review it from the metadata.

It depends on the camera.

Get Irfanview (free) and also get the plug-ins for it. Start the program, open a photo, click on Image > Information > Exif info. Or you can just press I and/or E to get lots of info.
Get ExifInfo - also free. Unzip and get the icon onto the Desktop. Find a photo and drag it onto the icon. A window will open with loads of info. Look down the list for Shutter Count (or whatever they call it).

I've always used ExifTool for my Nikon - http://www.sno.phy.queensu.ca/~phil/exiftool/

There are a lot of GUIs that use it as an engine. That said, the shutter could is stored in one of the metadata fields. Another option it to upload to a number of sites. Problem there for me is RAW files take too long and I don't always remember to shoot the token jpeg to make it easier.
