I think it's motion of the bird. The wing seems much sharper. It may be that focus missed and is at the wing/leg/branch

Focal length of 125, I would expect to set a shutter speed of 1/125 or faster. You will get a clear shot if you are in focus.

Even the feet are blurred, and that would be the most still thing on the bird , so I think it's two slow a shutter and your hand movement or focus

Yes, a bit. It's either taken before the camera could get focused, or the shutter speed was a bit too slow for the focal length of the lens.
