I am trying to print a custom package but I can not click on the photos in the filmstrip and drag them to the layout in the custom package. I am clicking on the thumbnail not the grey area around the picture. I have "All Filmstrip Photos" selected beside Use. Any help would be greatly appreciated.

It sounds like you're trying to make some sort of a collage. As far as I know, Lightroom only allows edits of individual files one at a time and doesn't have the ability to assemble collages.
On the other hand, if you're just trying to get a collection together for batch printing, you may be able to do it using Quick Collection.
I have limited experience in this, but what I found was that it made the "package" of each image, not combining images into the package. Is that what you were trying to do? I've always done this in PS or even Word where I drag the images in in the specific sizes to make up the page.

Make sure the images you want to print are in the film strip
In the Print Module, first goto Page Setup and choose the paper, size etc.
Choose Custom Package, a plain white sheet will show, and if you press "i", some info will appear on the screen.
Set the toolbar for Use "Selected Photos" but do not select the images required for the Collage.
Click and drag the first image you want and place it onto the white screen, resize it either by dragging the image handles or by altering the sizes in the "Cells" panel.
Arrange the images how you want them by clicking and dragging them. You can have all different sizes or all the same size.
If you need a second page, click the New Page button.
An image is considered selected when it shows the grab handles.
the Rules Grids and Guides panel is there if you want to use it. (On screen only, does not print).
Solved my problem. It was my mouse. I tried to click and drag photos between folders and it would not work. I hit the esc button and the mouse worked. Who would have thought. Thanks to everyone for the help. Have a great day.
