There is no telling what any building is used for in Kolkata, through that door could be a dairy with a whole herd of cows!
As to pie nun, it helps to know that the Communist party is quite strong in West Bengal. Above your pie nun is the word Kolkata with the Hammer and Sickle forming the "o" in Kolkata. Your pie nun is "Plenum" as in an assembly. It's a political poster
