It seems that Adobe released PSE15 & Premiere Elements15 without the usual fanfare this time.
I just checked the Adobe website, it's there!
I had already decided to skip this version, I just get the new version every year.
Looking over the new things, it seems many of them are enhancements of existing features.
Just do a search for "Photoshop Elements 15."
If I was interested in purchasing this version, I'd still wait till around Black Friday, when traditionally the new version of PSE has gone on sale for a really good price.

Costco almost always discounts the new version of Elements to about $50 as soon as they get it.

I upgraded from PSE 9 to 14 last December. I'll skip this year's update (and for a couple of years to come). I still don't use all of the features in 14.

Just to satisfy my curiosity, but does any body use all the features in any program?

I may use 1/3 of the available adjustments in my Canon 60D and perhaps 1/2, but I doubt it, of the options in PSE14.

I wait for the combo price. I use Adobe CC Photographer but cannot afford the Premier Pro so I use Premier for that.

I use Premiere Elements 15 as well. Occasionally, I'll experiment with Photoshop CC 2015 to edit video clips.

Depends on the resolution the video camera takes the individual frames with.
Generally, video frames have a lot lower resolution than do photos.

Having said that, my camcorder has a button to take individual photos, but since I've got an excellent still camera I have never used that feature. I would think though, that the photos taken with that camcorder must at least be of a decent quality.
