Here's a shot of the South of France taken in B&W. The foreground is fine but the background is almost one continuous tonal value, which lacks the impact of the foreground. No, it's not a composite. You handle it in any way you want to improve the image. Have fun.

Crop too much going on. there is a Left and Right side photo. Trim the sky a bit.

Thanks for your critique, dpullum, but you are supposed to show us your interpretation of the image. Please try again and show us how you would handle it. Thanks in advance.

Here's my attempt. I used Levels first, then I applied some Topaz Detail touches. Quick and easy. Oh! I don't have Topaz Black and White Effects

Now that's very unusual, djtravels. On clicking download it looks like a print from a newspaper when I was young, and that was long ago.
A very interesting interpretation.

OK - You asked for help..... Well, this probably isn't helping much, but a bit of underhand cheating has reduced the problem a bit.

You got that right, R.G. That got rid of the problem entirely.

Here's my go Shakey, all in Lightroom. Mainly with brush tool.

Besides the tonal issue with some much mid tones, I think part of the problem might be that the image includes too much. Sometimes the picture within the picture is an improvement. Here is my attempt using LightZone.
