Nope! It's a Red Bellied and very common in Central Texas.
Ed, I always wondered that, too, but in my Birds & Blooms, they were named by Mark Catesby about 300 years ago (before binoculars were invented). He saw a tiny splotch of red on it's breast and so named it! :) The latest Bird & Blooms has a little article on pg. 54.
Here's the female. Her red belly is more prominent.
