Canon-EF-28-105mm-F3-5-4-5-USM-Wide-Angle-Lens-From-Japan (second version with Mark instead of flower)
Is that lens much better than the Canon EF 28-105mm F/3.5-4.5 made in Taiwan? These are discontinued.

It is 24-105 and the 3.5-4.5 is simply the budget version of the 24-105 f/4 L.
Canon makes its L and other high end lenses in Japan. Some of the lower end in Taiwan and other places. But any of them can have components made in other places.
If it is a newer model then it probably will have improvements over the older model, no matter where it is made. If there is a price difference then question is, are the improvements worth it to you? Compare reviews and tech reports to make that judgement.

He's taking about the old discontinued 28-105mm models. Not sure how accurate this Wikipedia description is regarding the particulars:
