The source, Sputnik News, advertises itself as "uniquely positioned as a provider of alternative news content." Not 'news' but as 'alternative' to news. So yes take this as someones propaganda. Given the content it is far right spew.

If it's not a Lib approved/controlled news source, the content can not be considered as accurate, regardless of whether it is or not.
