The DIA was formed in 1961 and chartered as a separate government agency. It was founded to provide and analyse just MILITARY intelligence, nothing else. If you bother to read this document or other documents about their beginnings you will note that the DIA did not even have any interface, cooperation or communication officially with the CIA until sometime in 1970. It is not a big deal but you are incorrect in stating that the DIA and the CIA were combined. They were not, they never have been and they are not today.

I guess you are not familiar with history. The lack of cooperation between the FBI and the CIA goes back decades. Has nothing to do with either of the Presidents named Bush. If you wanted to point a finger directly in recent history and even that would be difficult to do, that finger would be pointed at the Clinton administration.
