First I cropped to the section of the photo I found to be of most interest. I added a layer of Topaz Simplify watercolor to soften the details and give a more whimsical mood.
A second layer of watercolor was added in multiply mode to make the colors richer and darker.
Then some Nik Color Efex detail extractor and glamour glow to bring back some detail and add selective brightness.
Plopped in my American White Pelican from a "Simplified" version of a shot I took in the canyon recently.
