My daughter talked me into buying a Dell laptop and I've had it for 3 years and love it. Just make sure you get enough hard disk space, I have 1 TB and enough RAM, I have 16 GB. They sell Dell at Costco, however I bought it directly from Dell. They are always having sales. You should be able to get a great laptop for less than $1,000. Good luck.
Just bought a Lenovo 1 TB drive, 8 gb ram, Series 7 processor and has all the usual stuff with a dvd burner. All for $650. Can't be beat.
Three months ago, I switched from PC to an iMac. From what I researched, PC and iMac are now about equal for photo processing so there's no longer an iMac advantage for photo processing and an iMac (with a large, high-def screen) runs almost twice the price as a PC. However, I had to have Norton Utilities to protect my PC and that program considerably slowed down the machine. Additionally, my PC had lots of "quirks" that had built up over the years and I was sick and tired of the constant barrage of Windows, Adobe, etc. updates. Unlike my PC, my Apple product starts up within about 15 seconds, never locks up, runs fast and once through a somewhat steep learning curve, is as easy and intuitive as my old PC. I would recommend an Apple product over a Microsoft but not necessarily because of better photo processing abilities. I should also add that Radio Control aircraft is my other hobby and both my flight simulators for PC aircraft are incompatible with Apple products.

I might add that I upgraded the OS to Windows 10 without a hitch (knock on wood).

Macs are not prone to all the different attacks that windows based machines are. Not having to pay for security software is a savings in itself. Macs are better at graphics based applications, that's what they accel at.

Security software is free for Windows. If you want to buy things like Norton that crap up your machine, you can but that is not necessary. For two-dimensional graphics, Macs are no better than Windows with the proper video card. On my Windows 10 machine, I have never had to wait for the graphics. I may have to wait for the cpu to do all the arithmetic for some PS filters but I could avoid that with a faster cpu and more ram.

I'm probably wrong but I thought you could put your PSE 14 on another computer, like a Mac (if necessary) with the same license but you could only use one at a time.
As far as new computers go, I have almost the twin of iamiaceae except for the switchover to 1 TB SSD.
I'm not a Dell fan, but this a very fast computer for a reasonable price.

Going to Mac (or Linux) Wouldn't really affect the files (photos,docs ETC) I do agree with staying with Windows if one is a long time Windows user. (learning curve, budget and available software are the biggies there)
PS: I don't have a "horse in the race" as I have machines in all three "flavors"! And despite "everyone" complaining about it, Windows 10 is a perfectly fine OS!, It's just the way it was "pushed" to Win 7/8 users that was annoying. A new PC will have Windows 10 out of the box.
i have had Mac computers for years. and i do love having them ..however their programs are not as great as they used to be..iphoto is an example of how it has gone back a few steps..the plus side of macs are their easy to use graphics..not having to purchase an anti virus program each year..easy to make appointments for repairs and always free software repairs..you initially spend more but it all balances out in the long run...these days all the computers are pretty much becoming very similar
