Last photo of my Mom editing help request

My Mom died in February. She was so goofy that we have few photos of her where she wasn't making a face, or where her glasses aren't dark. I've been trying to edit this photo into a head shot to frame for my Dad, who really loves this photo of her. It has to be cropped so much that there is tons of noise which I can't seem to reduce. If you love editing and want to spend some time working on this, I would appreciate the help. Thank you!
I am going to attempt to upload the original and my editing attempt. I tried to upload in photoshop format but it would not upload!

I couldn't get the photoshop version to upload. In my not very good at all attempt to edit this into a head shot I did try to whiten her teeth and eyes a little, and make her skin look better.

That is so sweet of you. My goal is a cropped photo of her head and partial shoulders. Your's looks like a good place to start.
If you click "store original" I can download your photo.

I edited it and clicked on the download button, but it didn't stick for either one of the posts. However, if you right click on the picture you will get a menu that has the choice of "save image as" and you should be able to save it to your hard drive/desktop and work on it from there.

Cropping this small of a picture results in a pretty small result. I straightened it a little and took out the barometer thing on the wall, but also have one with it left in. Did some minor color adjustments as well.

I've submitted a version for your consideration. Just for future reference ...... this sort of project should be placed in the Post Processing Digital Images forum, and a whole bunch of editors would submit their edits.
