It looks like a Plow to me.
The wheel on the front regulates the depth and the guide on the side regulates the distance between the rows. ....... Coot

Animal drawn furrowing farm tool. The wheel in front is a fulcrum for lifting the furrow plow out of the ground for turning around and as a support and height positioning for hitching draft animals. The two horizontal wing like a pieces behind the plow are the handles the farmer used to guide the plow (note their shape in the shadows on the wall behind the plow assembly).

I'm not a farmer but the presence of those wire whiskers steered me to think it may have something to do with Potato extraction.....which it turns out I was correct in assuming ! :)

I think the tines on the back of the plow are like an upside down rake to break up any dirt clods that spill over the plow wings and keep the furrow from being to blocked by large dirt clods.
In my very early days I spent some time with one of my older uncles who plowed behind a two mule team. He hated having to break clods in the furrows with his feet.
Hope this sounds right.

It's an early attempt at a hydrofoil. Theoretically, it should have worked, but they couldn't get the horses to run fast enough.
which is the front? the wheel?
if the wheel is the front, shouldn't the tines be pointing towards the wheel (so the tines dig into the dirt)

ok i got it..the big pointy end digs up the dirt and the tines hold the taters...got it
