Carbon is lighter, although not always a lot.
Carbon is generally more stable; less subject to vibration.
Carbon will not freeze your hands in the cold.
Carbon will cost you as much as twice more than aluminum.
I prefer clip locks; they are faster to set up and more reliable. I've had the insides of the twist locks fall apart. I have a twist lock that completely froze on me (getting it replaced under warranty, but...). I've had issues with Benro, Gitzo and Sirui twist locks.
And if you want some fun, try twisting those things in sub-freezing weather.
What you want to know...how tall does it go, how low does it go, how short is it when folded up, how much does it weigh, how much weight is it designed to hold, and how much does it cost?

I had one of those - loved it with leaf shutter large format lenses. It's not so stable with a long tele (600mm or longer). The metal telegraphs curain shutter vibration. I gave mine away to the buyer of my 4x5 Sinar P and 8x10 Deardorff.

The question that needs to be asked and asnwered before anyone can even begin suggesting any tripod or budget is - what do you shoot with now and are you planning on macro or long tele in the future if you don't already do it now.
You don't need to care about if the tripod will support your camera - even the $50 Walmart special will do that. What you want to know is how stable it will be, and will it dampen camera-borne vibrations, primarily micro vibrations from shutter shock. The most popular and expensive tripods that do this very well are all 8 layer carbon fiber. No one uses metal outside the studio.
One other thing that has not been previously mention in this topic.
Weight is your camera and LARGEST lens must be taken into consideration. Your tripod should support 1 1/2 to twice the total weight of your largest lens (or planned lens) and camera.
After much research and asking lots of question, I ended up with the Sirui N-2204X Carbon fiber tripod, which B&H has for $399. I am about 5'10" and can use it comfortably without raising the center post (which makes it less stable the higher you go). I use it very nicely with all my lenses, up to and including my Sigma 150-600 attached to a Canon 7D II with a battery grip and gimab head. It handles that weight effortlessly. I have to vote for Manfrotto. Like my ProB. I also like their Monopod. I forgot the model #, but they are solid.

I recently bought a Vanguard Alta series 70 carbon fibre from Amazon for the equivalent of your budget and I think it is the biz. It did not come with a ball head but it is really light, well made, well packaged and comes with a tasty shoulder bag (no, not the type your wife has). If you are going to carry a tripod any great distance I would ensure you get one with a bag and shoulder strap (or buy after market). I went for carbon due to the weight saving and do not regret it. I really wanted a Sirui to match my hybrid monopod but, alas, it was very expensive. I am very pleased with the Vanguard and it really is versatile. I use an M43 system but it will readily take a DSLR and long lens.
