Is this treasured print salvageable?

I don't know whether this print is of the original film negative, or a scan of the original print. Anyway, it's a picture of me and my new German War Bride taken sometime in 1949 after we arrived in the USA from her hometown near Heidelberg, Germany. The picture was taken somewhere in Portland, Oregon, I think, by a friend.
I've used my old PaintShop Pro 9, but am not familiar enough with editing to remove the horizontal marks that cross the picture at our neck level.
Short of taking it to a local professional editor, could someone kindly edit the print so I could have it framed for our 69th wedding anniversary? Many thanks.

Repost the image, but click on the "(store original)" button when you do. That way we can download a full sized image. As it is all we get is a 600 pixel across thumbnail that even if fixed perfectly is of very little use to you.
The only likely glitch might be if the size of your file is greater than 20 MB. Try it and if it doesn't work you can tell us what kind of a file you have and how big it is. Regardless, there is a way and yes somebody here, probably several, will enjoy showing you their version of "recovery". Some might be more creative than you would expect!

You could also post this in the Post Processing section (I think you might have to subscribe to that section before you can start a thread). If you do, don't forget to post as large a file as possible and check the STORE ORIGINAL box.

That file is only 112kB. Is there any way to get a larger file? In your exporter, is the Quality slider at maximum? Or are you using an "Export for the internet" option (that usually limits the size of the file).

As R.G. says, that image is already a thumbnail! It's only 781x568 pixels. It is also loaded with JPEG artifacts.
It was almost certainly scanned originally as a TIFF file, and there must somewhere be a much larger file than that available.
I did do a quicky fix on it, but at that pixel dimension you can only expect maybe a 3"x2" print.

It's fixable ...., just depends on how much time you want to spend on it.

Not sure if this is tolerable or not. It has been "enhanced", and enlarged to print as an 8x10.

You refer to it as a treasured print. If you don't have the original file from the scanner it would be worth re-scanning it at as high a resolution as possible. The file size that you posted is just not enough to do the shot justice.

Apaflo - Thank you. Your "enhancing" efforts will do for the purposes I have in mind for the picture. As I suggested, I know so little about the photographic trail the pictures's been through. Maybe somewhere in my print archives the original print is available.
I can't remember, either, even who took the picture.
