You can assign a drive a permanent letter.

Yes, I do that every time I backup. Despite what many people say, Windows assigns drive letters to external drives when they are plugged in. One of the articles I read actually stated that they cannot be permanently assigned. Afterall, what are you assigning to that letter? The USB port? The cable? The drive? Any drive connected to that USB port?
