Thanks and you should, New Orleans has amazed me since I was a kid in the 50's and stayed often with family friends in the Quarter.

Your question is like, what makes a Boston cream pie good. But I'll try. Overall, I like the off-black tone. The buildings you chose are each worthy of photographing, and you got three in one shot. The sharpness of the photo is good. The fog in the background helps to project a moodiness to the foreground. The empty street (except for the man and the truck) add to the moody feeling. And, of course, the man himself is necessary as a center of interest. This is just a list of separate elements, but put them together and you have a great photo.

I appreciate you taking the time to tell me this after I put you on the spot. I'm always trying to figure what works and why. And by way of explanation, I mostly hang out on the FYC section where we talk and talk and talk:), so the quick responses here are a little different to me.
