I use second curtain sync in my seascape shots to illuminate the foreground including when shooting long exposures. The flash fires right before the exposure finishes. Here are a couple of examples: the first is an exposure of just over 4 minutes and the second is 13 seconds. It doesn't matter how long the exposure is, the principle is just the same.
That's a great technique - I like the second one best.
