Type: cmd
Right click on cmd in start menu and select 'Run as Administrator'
Type: net stop wuauserv
Hit Enter
Type: ren c:\windows\SoftwareDistribution softwaredistribution.old
Hit Enter
Type: net start wuauserv
Hit Enter
Type: exit
Hit Enter

Thanks. I'm still trying to get Chrome to run after doing a Restore.
uninstall & reinstall. That usually works.
Sounds like you're missing a registry file in your OS. I hope you made the "WINDOWS RESTORATION DISK" you were advised to make from the initial installation of WINDOWS.
insert the RESTORATION DISK and run the troubleshooter/REPAIR. Then you can reinstall any browsers you want after your WINDOWS UPDATE functions properly.

Try disabling virus software and see if chrome works and then do another uninstall and reinstall. The virus software can then be enabled.

I really think you should contact Microsoft Support at this point. It takes a moment to register for their forum and they do answer pretty quickly.
Other than that, I tend to open the task manager and observe what is going on with the processes. Looking through the event viewer can also turn up things.
As for virus infections, there are some things that will not be detected by by what we use on our computers. I got some pretty nasty stuff that only seemed to attack chrome that needed an assist from bleepingcomputer.com

How about first fixing the necessary OS files and being able to download and install WINDOWS updates? Once that's fixed, changing permissions and program preferences will be a snap.
There's obviously a file that's either corrupted or missing from the OS.
Thanks for your help, but for the time being, I'm leaving this alone. I don't want to make the situation any worse. I'll get back to it later.
Jerry, because of your query I checked Windows updates 15
minutes ago, I had one and installed it without a problem.

Did you power cycle the computer? Or, while you walked away, maybe, Chrome updated itself. Current version is 44.0.2403.107 dev-m.
Before trying anything else, might make sense to do a manual windows update.
U don't need to know why!! It's like a headache - my wife usually says, "don't know why I have a headache" and I reply, "if you knew why would it go away?" LOL
