This street is in a modern, wealthy seaside town in the UK. I am writing an article focused on decay within the more affluent communities.
I missed "seeing" the leaves, so this image will not be used, what do you think?

This is typical of beach cities in California. Narrow streets in poor condition. Everyone paying a premium to be shoehorned in.
You'd hardly believe you were in an affluent area by the looks of some of it.

It's merely a picture of a street :-)
When I chose my title I must admit it was a little tongue in cheek, and certainly not intended to be controversial in any way. I am aware of the "What is Street Photography" arguments but can't join in due to a lack of knowledge and interest on my part.

It is a pleasant little street, but the residents pay the same local taxes for upkeep as those who live in well maintained roads.

That is indeed exactly what it is! I like the description "it's a pleasant little street".
Alas, there is no drama. No "decisive moment". It's just leans too much towards pleasant to cause more than a glance. And yet, it really is a pleasant little street.
So, I thought it could be dramatic, it could be Street Photography, if it were just tilted a little! (This is almost bound to be dramatic to the point that for many it is utterly annoying, but for at least some it just makes the picture!)
But, it is your picture. What do you think?

Apaflo, you are making me think, that hurts!
I have never professed to be a good photographer, that requires an ability to see and compose to achieve the impact you mention. My photographic "vision" is still in the infant classes, though I am trying a lot harder to emulate some of the fine photographers on this site.
I don't agree with you that twisting the image will do much for it, but I do agree there is a lack of impact and there is no single area for the viewer to be drawn to. Perhaps if I had laid down (instead of standing) to take the shot it might have been better.
Thank you for your comments, I have found them very helpful and will take them on board for my next street scene endeavour.

. life is not all neat and tidy or perfect.

I guess I don't understand. To me the leaves actually help the shot. Nice photo.
The color contrast makes this in my eyes very vibrant. Jolly good.

I love the shot. My only nit picking is the what looks like palms. I don't think there are any palm trees in UK I find it distracting. Thanks for posting
