Sigma 18-300mm f3.5/6.3 DC Marco "C"

I can't find anywhere if this lens has a Non Rotating Focusing Ring. I would like to use a Circular Polarizing Filter. Does Anyone know the answer to this?

I just got mine yesterday. You're good to go. The lens does NOT rotate, either while zooming or rotating the manual focus ring.

Not sure I understand your question completely. I have this lens and pretty much use it all the time.
In AF, the focus ring turns but the lens barrel is stationary. In fact, in manual focus it's the same. Only the focus ring ring turns.
Using a CPL is no problem.
The only problem with a CPL is the tulip hood. Hard to get your fingers in to adjust it.

I have one and it's the best all-in-one lens I've ever used. For future reference, if a lens comes with a petal shaped hood the front doesn't rotate when focusing.

Many inexpensive kit lenses have front elements which rotate during AF making use of a CPL difficult. While the newer kit lenses like Canon's STM line do not have a rotating front element, the lenses from the previous line did.

Be sure the Circular Polarizing Filter is the thin model. I have the regular Circular Polarizing Filter and have trouble with vignette. I sent the lens back to Sigma for evaluation and they told me vignette is normal and to be expected both in wide angle and telephoto and when using the Circular Polarizing Filter that is not the thin model. I hope this helps. I have a D7100 camera.

They sold me the thick one and said it would work. It didn't. I'm glad hou bought the correct one
