Number 1 has better lighing, but I like 2 the best...
there is more water visiable and the mountains are more defined....
Either way Very nice shots...:)

If you want the primary subject to be the mountains, I say number 1. If your point of main interest wanted is the harbor, then I say number 2. Depends on what you want to say. For me, I like the impact of number 1's lighting.

I think #1 has better impact because of the dramatic lighting highlighting the mountain. I also like the white balance more in the first photo. Both are very good BTW. 8-)

I like the composition in #2 best but the lighting in #1 is more striking.

Love them both. From a writer's perspective, I'd have to ask, "What is the message you are trying to convey?"
Number one is has a warmer glow as if to say the storm is over, things will improve.
Number two projects a sense of chill. Things will get worse.

I like number 1, but the water really pops on number 2. So I would have to go with 2
