Not actually so new. It's a rediscovery of an old invention that didn't prove very practical. The rotor tip jet helicopter has been around since the 1950's. It was first tested by the British, the US Army, and the US Navy way back then. But it's drawbacks, including having poor range, being very noisy, and the high night-time visibility of the flames from the ramjet engines made it less suitable than other helicopters. But for those who enjoy localized recreational flight, like motorized paragliding, for example, it could be a relatively low cost, fun option.

Hiller flew a 'copter in the 1950's with Ram jets in the rotor tips but it did not get produced.
