enlarging pixel size of a photo

I need to enlarge a photo file from 1156 x 923 pixels to 4200 x 3300 pixels. Can this be done and if so, how? Is there a free software download program I can use? I don't have photoshop but do have Serif PhotoPlus X6;Serif DrawPlus X 6; IrfanView; Picasa; Gimp; and Pixel.
I am stymied...I want to print on aluminum a particular photo. As anyone printed on aluminum? Thanks, Bruce (this is the pic)

I know you are asking pixel dimensions, but looking at the image, I have to ask you, are you sure, this picture is not Vector based?

resize to 4200 x 3353.46 then trim off the excess to get to 3300 so you keep a constant ratio.
