I think the problem is that your friend only wants to carry one lens. I use the same basic camera, the T3i. My primary default is the EF-S 18-135 STM. That may be an improvement for the existing lens, but not by a lot unless there is something wrong with the existing lens.
I don't really go anywhere with out my bag, which also has EF 70-300, EF-S 10-22, EF 50mm, EF-S 60mm macro, a Samyang 8mm fisheye and a 580EX-II flash plus sundry items in a pretty compact form factor. I also have other bags!
To stick with a single lens but go upscale is actually very hard. The EF 28 - 300 L is good, but very pricey, and loses the wide angle bit.
The best favor you might do for your friend is to have a conversation about how more than a single lens is a good idea....

My best lens is the Canon 24-105L lens. It is on sale in many places for less than $600. Good luck.
Amy, Interesting question & great answers. I have used and own TXi, XXD, crop cameras; as well as FF. I see logic in all of the thread. Peterff, stated a solid camera that looses something if we use a FF EF lens 24-105L. I own that lens, and you can also -700. A great lens to transition to FF. I love on my crops the 15-85EFs. Withat you lose some of the reach of the 12-200 but gain sharp quality. The other thing to look at with 28-300L is weight. It is a heavy lens. Well built and thus the price tag.

Go with a 24-105 L and get a L series 1.5 Canon Multiplier

Although not Canon, I use a 28-300mm for general use. That's on a full frame.

Be careful with a multiplier as this lens is not intended to use one.

I've posted this before; I have a T4i and use a Canon 15-85 solely. It's tack-sharp....some have commented that it approaches an "L" lens in IQ, but maybe not build.
I love it. However, I am still looking for more reach with something up to 300mm but can't seem to find a "good" lens that doesn't include focal lengths that I don't need that won't require I take out a second mortgage on the house.

the Canon 70-300 does not duplicate too much your current range and is reasonable.

Look at the 15 - 85 (24 - 130 approx.)EFS. Reasonable wide to short telephoto.
THis seems familiar. Does this lens have a decent IQ?
