How much noise can you stand (ISO) and how big a picture do you need to print (grain)?
How much light do you have (will flash help?)
What DOF do you need (aperture)?
How good is your IS, and do you have a tripod or something to lean on (shutter speed)?

I shot a photo 2 days ago - sun not up yet - so had to use ISO 3200 PLUS the wimpy little flash on the Fuji S1 (has fabulous 3-4 stop 5-axis IS) to enable a 1/20sec f/3.4 image. Looks pretty noisy at 100% view - however with a 16MP sensor - would take 4 screens to show the whole thing. Looks fabulous on a 4x6 print though.

Nice capture at those settings. I downloaded and didn't see any noise problem, even viewed at 400%.
It's dark out, I don't think you have anything to complain about. Nice white balance. Great capture!

Twas Dark - - COLD Too !!
Hadda be dark though because they turn off the blue Taxi lights at sun-up.
