Microsoft will be offering Windows 10 for free to users of Win7 and 8, but you'll have to upgrade within one year. I just hope win10 is better than Win8.

I have no reason to doubt that it won't be better, but I have read that Windows 8 is fine--fast and safe and if you don't like the interface it's easy enough to load an app which will give you the traditional start screen.

Any specific instructions when/how to do the upgrade?

I saw this but I have a question; how much is the upgradee and is it one time, yearly or possibly monthly. Many of the software corporations drool at the possibility of a steady income in this manner. Personally I think I'll wait and see.
