I took this pic at 3200 iso with my 40d. It has a lot of noise in it. I used elements 13 Raw editor to remove what it could.
Is there more to be done?

Here is my try with the young lady.
Here is another rendition of this beautiful young girl! All done in LR fixed WB, adjusted highlights, shadows, sharpened and added some dodge and burn

Very nice! Surprised more folks didn't appreciate the potential of removing the boots from the image.
I thought one of the most important points was that the face needed to be less shadowed. Lifting the shadows did bring out a lot of noise, so I did a lot of smoothening, especially around the face. Also selected the background and gave it a lot of de-contrast and darkening. Then some lighting adjustments to get the girl to stand out a bit more.
