The lenses mentioned already cover the range 50mm to 105mm. I've been taking headshots and candids of my work collegues over the past few weeks and have been amazed with the EF 85mm f/1.8 USM.
I use my 24-105 EF 'L' glass with my 430EX II flash
Canon 70-200mm L F2/8 lens . You can research why on youtube if you like .

With a crop body like the 7D, I recommend the 50 mm f1.8. It is very, very sharp and is a very good low light lens. It is also one of the least expensive lenses that Canon makes.

What lenses does he already have?
Any good 50mm/80mm or as suggested a small telephoto up to 105mm.
Does not have to be IS or very fast.
I am sure he could shoot some portraits with the lenses he has.
Try them first .
Upgrade , if needed , later.
For that camera, a fast 50 mm lens should do the job for portraits, in my opinion.
The best lens for portraits is the lens she has. She can walk closer or retreat further if need be.
What she has to worry about is pose, composition and light not lens!
I use my Canon 85mm F1.2L lens. Don't want to be too close to the subject otherwise the nose can be out of proportion. Also the 1.2 can give you great bokah if you want/need it. Also the 85mm is a prime lens which has better IQ.
I also have the 85mm f1.8. Amazing quality and a bargain lens!

On the 7D, you could go as far down as a 35mm or even 30mm, but a 50mm like the awsome Sigma 50mm 1.4 Art lens will be a better general portrait lens on the 7D, if you want to go prime. But a budget would be helpful in answering your question.

My go to lens for portraiture is the Canon 70-200 f/2.8. Excellent quality and sharpness and can control the amount of crop in camera without moving the tripod. Sometimes use the Canon 100 f/2.8.

Best is subjective, what you want, traditional full frame portrait lens would be 90 to 105 (for Perspective), and not the sharpest in the box, center sharpness with noticeable fall off was the norm, more sharpness was desired for men and less for women, I think you can guess why, Bob.
