Was wondering what the best or good budget DSLR is? Preferably 200 dollars or less.(used cameras that are 200 dollars or less will be considered as well) Helpful suggestions are appreciated.
The Sony A3000 is $319 new at Walmart - technically not a DSLR - but acts just like one.
You could get a used Canon EOS 30D body on eBay for under $200.
It's still actually a pretty good camera. Check the listings carefully you might find a low mileage gem out there.
Then of course you will need a lens. Tons to choose from, just determine your expected usage and pick one out.
Or search for a combo package where a lens is included.

Check eBay (or Adorama or B&H) for a good used Sony A55, A58, A35, A37. All are great starter cameras that use Minolta A-Mount lenses which are also available on eBay for very good prices.
Here's an example...
http://www.ebay.com/itm/Sony-alpha-SLT-A55-16-2-MP-Digital-SLR-Camera-Black-Kit-w-DT-SAM-/251704564913?pt=Digital_Cameras&hash=item3a9ac2dcb1Also watch for older Sony AXXX series cameras...they're all good! Sony has a very easy to learn menu system and the pictures are great...and if you're on a short budget, you can get good lenses for little money with the Minolta A-mount lenses.
A bridge camera might be better at that price. I picked up a Canon SX-510 new for $199 (it had been $400) when the new model was released. The SX-60 just came out, so there should be deals on the SX-50, a fine camera even us Nikon guys like...
Even being new to photography, you should realize from your earlier post today, "Sony alpha DSLR .vs. Olympus e 420", even when you're looking at 10 year old technology you're not going to get into a "good" DSLR for $200.
Suggestions: Learn what a "DSLR" is, compared to a bridge camera or point and shoot. Or accept the fact that a DSLR, even used, is going to be well above your budget.
You can find the Pentax K-x for around 200.00 pretty regular only 12 mp but takes great pics still own one myself

Like Hangman45, I too own a Pentax Kx and love the camera. Only 12.1 MP is no problem for me as it has produced good quality 16x20 enlargements! My first DSLR was a Pentax istDL which I still own and use as a second body. You will also save money on lenses as Pentax incorporates auto focus and shake-reduction features in the camera body, not in the lens. Pentax has long been known for the quality of their lenses.

Unless it's used your budget, I'd say, is way too small. These cameras aren't cheap and there's many reasons for that. If you double your budget you may find something on sale.

If I read it right this A55 on ebay you provided the url for comes with two lens, 18-55, and 55-250 for $200.00. That's a heck of a deal. I'd jump on that immediately if I was looking for a DSLR for $200. Oh YOW!
EDIT: I see that's not a "buy it now" and that there's been one bid already. There's a good chance the selling price will go higher but it's worth watching, maybe. Looking at the closed auctions on ebay, only one A55 with those lens has sold lately and it went for just under $300, still a good deal but out of budget in this case.

Good luck. I never expect to hit my projected budget buying dslr stuff. When I find something in my price range I see something better for just a little more. I went thru 3 digital cameras (now in my closet) before my first dslr this year. Now I'm lusting after a 7100. Gather up a couple hundred more and jump in. Your initial investment is going to grow steadily.
Thanks everybody for your helpful suggestions I decided to get a olympus e-510 any helpful reviews on that specific camera is appreciated as well.
