Does anyone see an issue with the ISO jumps in the 70D
Looking for a second camera body and noticed that seemed to be an
Issue for one reviewer. Any thoughts. I was looking at a second
7D, but like some of the second features in the 70D

I never had a problem when I had my 70D. As far as "jumps", I never paid much attention, but I don't believe it is any different then my 6D, if you are referring to the span between the various ISO settings. Keep in mind that the 70D is not a high ISO camera. If you get much above 800-1600 ISO then noise starts to become an issue. What are you shooting that you will need a 2nd body for?

I do about 4-5 Yellowstone trips a year and it's helpful for different situations to have another set up available.

The 70D does get noisy above 1600 ISO, I might suggest looking at the 7D2 being introduced in the next couple of weeks.

For scenics or wildlife action?

I have the 70D as my backup and i also use it when i want to get more focal length. I haven't had any issues but only use it in reasonable light situations. It may pay to check the specs on the new 7D2 for rapid shoot. I find the 70D runs out of buffer fairly quickly and it cannot utilize that latest high speed cards.

MT - Do you think the 7D2 will have decent high iso capability?

Where can reliable specs be found for the 7D2? I've seen NO reliable sources or specs. Everything, I've seen, to date has been pure speculation and guessing.

How so? The 70D is spec'd to to handle Ultra High Speed (UHS) SD cards. Is there something faster now available?

I don't know what MT Shooter's answer will be, but reportedly the 7DII will have dual Digic6 processors instead of the 7D's dual Digic4's. That, along with an improved sensor should yield better performance at higher ISO numbers. In fact, I would say that it is pretty much guaranteed to perform better. How much better is the question. As an APS-C it is unlikely to perform like a comparable full frame, such as the 6D, but it will be interesting to see what kind of ISO performance they can get out of it.

I have multiple photo's of ISO 12,800 or 25,600. I have very good results and I am not afraid of using that high of an ISO. Of course, I am also using DeNoise 5 & Lightroom 5.5

This is still the latest from Canon Rumors and I expect it's likely quite close to what the final specs will be on the official announcement.

Lets just say it bound to be an improvement over the 7D's current ISO capability.

from that "rumor":

We can’t confirm at this time if there is indeed new technology in the sensor.

lol

There rumors are nonsense anyway. We'll see in a month or so, when actual cameras are in the hands of people and we get reports on what the RAW files look like.

I do the same thing. With my mobility issues I have to stay pretty close to my car, and having two set ups saves so much time. I have a 5D MKII I use for the ultra wide stuff then a 7D for the longer reach with telephotos.
