If you try Photoshop again, this time with a good guide, I am sure you will immediately begin to do the most important pp functions on it. You will add to your skills all the time, which is exciting. Try one of the books by Scott Kelby. He is entertaining and very clear. He takes you through everything step by step. Photoshop is by far the best program for pp. Do not cheat yourself of its benefits because of initial frustration with its learning curve.
You may want to consider upgrading. Elements 9 added "content aware"...a very powerful addition. It may also have added much improved layer capabiltiy.
Current version is 10 and about $80.

I've never used picnik. I have an iMac and use Aperture 3.
I still use Picasa on my Dell desktop (I have PS Elements 7 and just don't like it) and Aperture 3 on my MacBook. Picasa is good but limited and I love Aperture.

Try a free trial of Corel Paintshop Pro X4. Then you can buy it for $39.99. Easy program to use and it will grow with you.
I have been using Picasa and Picnik was an add on which I mostly used for touching up wrinkles, blemishes and so on. If you look at the new version of Picasa many of the techniques that were on Picnik have been moved to the newest version of Picasa. The exception to this is the touchup menu that Picnik had and IMO was their most attractive item. I just bought Portrait Professional at a sale price and have had good luck with it as long as the shot is fairly straight on. The problem I am having (and I'm sure there is a simple answer) is if I shoot a side profile to get the program to switch from asking me to map out a frontal shot on a side shot. Also someone stated and I also read that you can get Picnik on Google + which I've had no luck with but may try again today.......

Gimp is no easier to use than Elements and much less capable. Elements 10 is really three programs: the Organizer, Adobe Camera Raw (ACR) and the Editor. Gimp only does some of the things the Editor does. The interface and available resources for Elements are also far superior.
If you do want to enjoy Elements I strongly recommend getting Kelby and Klowkowski's book on it. It differs from all other Elemetns books in that it takes you step by step through getting useful results. I had struggled for three months and was frustrated till I got the book. In three days I was really enoying it. Now I am having a wonderful time with it. There is a huge amount of capabilty so it will take me some time to intuitively do all it can do but now I get great results in a matter of seconds on most things I try.
Meanwhile Picasa is very easy and fun. I compare it to Elements as one might compare the Wright bothers airplane to an F18. Full-on Photoshop might be the F35.
