Has anyone seen this before?

This growth is happening on the low cedar bushes. It appears it chokes off the water or the food supply. The cedars are in various stages of survival. The growth feels exactly like "gummy bears" which are out in the sun. You can notice on one of the pics the cedar needles have lost their color. These are wild cedars out in the wilderness. I do not know what these cedars are called.

It's apple rust fungus.

Gymnosporangium juniperi-virginianae.

Apple rust doesn't usually hurt the host tree but will destroy apple and a couple other fruit bearing trees within a couple of miles. It will dry up when the moisture goes away.

Glad your telling me that as this fungus was everywhere. The area was full of junipers, probably in the thousands. If you look at the difference between the first and second pic, the second pic the juniper was turning white.
