As convoluted as this is, the process saves money because of the personnel they no longer need.
And the plus side of our system - unless things have changed in the last couple of years - the US still has the cheapest and most efficient postal service in the world.

If I'm not mistake, I believe they also sub-contract with UPS or FedX flights to save money

I'm not sure how that works - I know some items I order on line get shipped UPS or FedEx and I get an email stating the package has been turned over to the local post office for delivery - so maybe there is a working agreement between all of them to improve efficiency...
With certified mail the person that the piece of mail is addressed to has to sign for the mail piece, this may be why it has not been delivered yet. They have about two weeks before the article is returned to you the sender.

Hi Sarge. Every year for the last 6 I go to Florida for 6 months. I go to the local post office fill out a mail forwarding card. When returning back to Delaware I do the same thing. Never had a problem. BUT, when ordering a product On-Line the packages were delayed up to 2 weeks or more. I guess that it may be better to deal face to face to get the bests results.

I ordered some photographic equipment from China and it only took 8 days to get here... but when ordering it stated it could take up to 8 weeks...

You are not promised overnight delivery for 1st class mail. Express mail is what costs extra. If THAT is not delivered by noon the NEXT day it is free.

I live in Bristol, TN. I send my landlord a check every mouth. The mail carrier picks it up, takes to the main post office where it is put on a truck. The truck goes to Knoxville, TN., where the mail is sorted, and returned to Bristol where it is delivered to my landlord.
My landlord lives on the same mail carries route as I do, about 5 or 6 miles away from my house. There was a sorting facility in Johnson City, TN 11 miles away. It was closed, I believe last summer. Maybe around 11 - 15 miles, max 30 miles round trip
My landlords check travels approximately 315 miles to arrive 5 or 6 miles away. The 11 miles is the distance from the Main Bristol, Post Office to my landlords home.
I hope some one can explain how this is a wonderful move of extreme efficiency.

The USPS has been forced since 2006 to pre-fund future retiree health benefits. As the American Postal Workers Union notes, This mandate is the primary cause of the agencys financial crisis. No other government agency or private company bears this burden, which costs the USPS approximately $5.5 billion annually.
The pre-funding requirements has built a war chest of over $326 billion to address its future liabilities according to the USPS Inspector General David C. Williams.
IMO - They should be released from being forced to put $5.5 billion every year into its future retiree health benefits fund. And, the postal service should be allowed to recover more than $13 billion in overpayments it has made to a federal retirement systems.
Then need to change the 21st Century Postal Service Act so they can compete and grow.

The biggest expense of a service organization is people -
By closing sorting/collection sites, they save many $$$'s - standard corporate operations - increase bottom line and be profitable...
The down side is they put a lot of people out of work.
